Which IBM web site? They have quite a few. Personally, I've rarely had trouble 
reaching any of them except for problems either with TCP/IP on my desktop PC 
itself or due to some intermediate network problem. Because I run at least a 
laptop and a desktop system at my desk and can connect ISDN, DSL or T1 through 
multiple ISPs through our LAN (or even dialup to two ISPs through my laptop), 
I'm almost always able to find a route. The problem seldom seems to be with 
IBM's site.

That's not to say I always have success. But it only takes a couple known 
failures at a given site before the mind starts to automatically attribute ANY 
failure to a similar cause.
