I would put WebSphere's JSP capabilities at adequate. If you want great JSP
and Servlet support you might consider Tomcat, which is the reference platform
for the latest JSP and Servlet spec.  That means you can do things like custom
tags and filters. I would second your comment on sub-second response and
add that JSP/Servlets are relatively simple and capable and make a good
replacement for 5250 interfaces.

The compilation is quick and it does a great job of caching the JSPs, so
that in production you can easily achieve subsecond response time.

The thing about developing a web application is that you need to take some
time deciding what it's purpose is.  There are two basic designs:
high-volume data entry applications (which are what we'er used to writing in
the AS/400 world) and low-volume brochure-ware types of sites (with lots of
static information and pretty pictures).  You can combine both, but they are
very different in their architectural approaches.

If you're interested, I can walk you through what I think is a really
powerful demonstration  of a high-volume data entry application - it
supports all the things we're used to in the AS/400 world, including popup
windows and function keys, cursor sensitivity, all kinds of nice things like
that.
