It has nothing to do with Windows.

For CAE, simply open up Ops Nav, then:
-right-click your defined server
-select properties
-select the "Connection" tab
-select the "Use Windows user name and password, no prompting."

This works across all Windows versions.

I didn't answer Dan's original question because it's been too long since the
last time I used the V3R1 client, and I don't remember if we could do it
then.
