We are running V4R5 with cume level C1110450. We haven't loaded any other
separate PTF's.

This has happened only once. Luckily we used to use MS DHCP at all of our
remote sites so I just fired them up again until I had IPLed.

Yep - scheduled weekly IPL ran at 05:30 this morning, and now it works
fine again.
Could not find any APAR's on IBM's site describing this problem.
What release and PTF level was your system at when you experienced the
problem, and did it happen more than once ?

I tried that too, but nothing would fix it. I couldn't find any problems
anywhere. But the IPL did fix the problem.

The "DHCP machine" is the 400.  The DHCP server has been ended and
restarted several times.
