I'd don't know how a Palm might connect to the HTTP server.  But after the
communication link is established, the protocol for posting data to the HTTP
server is well documented.  To send a person's hours for the week you might
do something like the following:

POST /cgi/mypgm.pgm HTTP/1.1
Accept: text/html
Accept-Language: en-us
User-Agent: Palm OS
Connection: Keep-Alive
Content-Length: 38

LAST=Doe&FIRST=John&MIDDLE=P&HOURS=40

CGI API's know how to parse a string like the one above...

HTTP/1.1 200 OK
Date: Fri, 31 Dec 1999 23:59:59 GMT
Content-Type: text/html
Content-Length: 32

<msg>Thanks for your input</msg>

It would be up to you to know how to parse the return message <msg> </msg>,
for example.
