I am learning as I go along, so I am posting to learn about my options.

On a zero interactive system, seu, pdm and even query are of no use. My plan 
was to get something like the bob cozzi pc based edit tool and use rpg ile to 
compile with on the 400.

I am not complaining. $8200 is fair for many shops. But we are just two 
contract pgmrs looking for angles, cutting corners where we have to. The ibm 
all or nothing offering does not have any corners to cut. Some sort of user 
based pricing would work better for us.
