Yes it is true, but unless you were planning on not using SEU/PDM/SDA/etc.
then you have to factor that in as well.  The price of the package was
supposed to be set at (something like) the cost of RPG + PDM etc. + x%.
The x% being a little more than the price would have gone up anyway but not
much.  I don't have the V4R5 prices so I can't compare.

For the extra dollars you get a lot.  All of the compilers are included in
the package (C, C++, COBOL), plus you get the whole client side package of
Code/400, VARPG, VAJava, WebSphere Studio, WebFacing, etc.
