A package I have used in the past is from LXI.  At the time it was called
MMS.  You can visit their website at www.lxicorp.com.

It did a reasonable job for what we needed.  It maintained a tape inventory
across multiple AS/400's.  It kept what was on site and off site well and
maintained an accurate scratch pool of media for us.

The only thing that I did not really care for was it did not manage multiple
media types very well.  We had to get creative in maintaining both 3480 and
3590 tape cartridges in the same inventory.  Hopefully they have improved on
this since I last used it.
