The following is from some old instructions I have:

You can run multiple instances of the Telnet server.  Firstly, you need PTF
SF53486 for VRM420 or SF53489 for VRM430 (or their supersedes) if you are on
earlier releases.  These PTFs make the Telnet server use the services table to
determine its port (can you believe it took them that long to work out what the
services table is for!).

Then you modify the services table and point the telnet entry to a different
port.  Use the WRKSRVTBL command.  Remove the old entry and add the new entry.

Then run STRTCPSVR *TELNET.  The only drawback is that you must change the
services table before you start each new server but you could automate that in
CL.

I don't know if this works on VRM440 or later because they changed the
structure/architecture of the Telnet server at 440.  I also recall Jeffrey
Stevens commenting on either that the above technique no longer works or there
is a different way of making it work.  I think those comments were in the
MIDRANGE-L so you may find something in the archives.
