I know this is a late reply, but...

I used to think this as well, but found out recently that
it's not true.  According to the Service Functions manual (V4)
that came with our 620, you can enter DST whilst in a
"full-paging environment", ie, system is up and running
normally.  And the rest of the system keeps chugging along
merrily all the while.  I have verified that this works with
V5 as well.  I suspect this might work prior to V4, but can't
verify it.

I don't remember the exact page in that manual, but it's easy
enough to find in the Table of Contents.

Basically, on the front panel, you select for manual IPL, then
select Function 21 (which shows up as an option *after* manual
IPL is selected).  DST will load up on the console display.

According to the manual, more functions are available in DST
in a full-paging environment .vs. a limited-paging environment
(manual IPL mode); but I didn't dig to find out what they were.

Once you exit DST, you'll get the regular sign-on screen back.
(I've always done this without being signed onto the system console.)
After that, you can re-select for normal IPL.
