Nope,

        In any pipe line the flow is controlled by the smallest diameter. An
in any communications connection it is the slowest segment..  If you dial
into the office at 14.4 or into a local ISP at 14.4 the slowest point is
still the 14.4 local loop.

        Having said that, by moving to an Internet based connection you
could save big dollars and eventually be able to absorb the cost
(~~50/Month) of an ADSL or Cable Modem connection for your power users.
The savings concept is based on the number of local phone lines at the
office no longer needed, the number of modems etc. at the office no longer
needed, an most importantly the reduced support issues, since you transfer
the support calls to the new ISP that your users connect into.  Also,
accessing the Internet, and your systems through a common PPP dial gateway,
may make them more productive :-)

        IF you go the VPN route look at using a onramp type product to make
you connection, this means the users PC is on a LAN Segment, and the Onramp
like a USR Office Hub handles the PPP and phone line issues, your trouble
shooting of the VPN will be easier....
