Why ask that question against the AS/400? How many business installations have 
bought ANY platform, be it UNIX, Windows, mainframe etc, to develop their own 
system. Dollars to donuts, a platform (you name the one) was purchased because 
of a vendors software. 
There will be some installations that develop from scratch, (for example, a 
vendor) but the purchase of a software package has to be the driving force.

How many AS400 end-users have bought a system to develop a brand new 
application on?

I think that 95% of AS400 owners bought the system to run a pre-written 
application on.
