I am not sure that I understand your point. Command that are qualified with
a specific library name, such as QSYS/command, cannot be changed by the
change command exit program while those that are qualified with *NLVLIBL,
*SYSTEM, *LIBL, or not qualified at all, can be changed. The reason we
designed it this way was to allow applications (and the system) to indicate
that they did not want the commands they use changed. It works very much
the way it did with commands placed in a library ahead of QSYS. Before
these exit points existed, applications could library qualify their
commands to prevent their programs from using an unknown command from a
library ahead of QSYS.
