All you need is the QtmmSendMail api which is part of the os.

You have to know how to use it, and there are a lot of examples posted so
check the archives.  Also, News/400 has a working example.  It was posted a
couple years back.

There may be other configuration you need to do but there is nothing you
need to buy.

Using the as/400, I send e-mails to customers based on database events (via
a trigger pgm).  I build the e-mail with dynamic content.  I also send
reports as attachments.  Sometimes as comma-delimted so it can be used in
excel without any cutting/pasting.  To do that I use the unix-like api's.

Again, nothing to buy.  Just some research time.  I don't use CL for any of
this, though.
