  Carl is correct. Once 51% of the people pay no taxes we are 'toast'.
Those 51% can vote themselves anything they please and the rest of us
can pay up or move out.  Sure sure the (so far still) rich can buy some
politicians for a while and keep the wolves back for some time but
incrementally the 51% become 52% 55% 60% 70% and eventually it's over. 
The bad news of course is that when the rich are no longer rich there
will be NO-ONE paying taxes and the entire system falls flat on it's
a**.
