Perhaps someone else will be able to guide you.  I don't see the problem in your config (and as you mentioned, it used to work).  My searching of references did not turn up anything useful.  I suspect a file has been corrupted, but I cannot substantiate that with evidence.  Perhaps the experts at IBM will be able to isolate it.  If you get desperate you might try the following (at your own risk):
 
1.  Save your configuration and document all of the TCP/IP configs.
2.  Remove the TCP/IP option.
3.  Install the TCP/IP option.
4.  Reconfigure TCP/IP.

The error code is CPI93B0 and there is no more information in the help text, just the ID of the problem. I try to use WRKPRB and I report the problem to IBM (through the line). They report the problem was unknow for us and tell me to send a tape with the APAR lib on it to IBM. I did it but I guess it will take a long time before I get an answer.
 
I know you said you are on the latest cum, was this installed recently?
The latest cum was installed this week but I got the problem before.
 
Has anything happened with QUSRSYS  recently?
We didn't do anything on QUSRSYS since a long time.

I have an SLIP line (Win98 PC to AS400) on a AS400/model 170/OS V4R5/last cum C1100450
few days ago the OS was in V4R3 and every was working very well.
Today when I want to start the line (STRTCPPTP) I get every time the following messages in Qsysopr (translated from French to English) :
    - Starting TCP/IP point-to-point session for profile SLIPANS.              
    - TCP/IP point-to-point session for profile SLIPANS ended.                 
    - software problem recorded for QTOCPPSM
 
I tried to create a new (same) line directly in V4R5 but I got the same problem.
