I'm not intimately familiar with the 3590 family, but the information
below describes the MES for adding support to a 3590-Bxx for the
extended length cartridge.  The quotes are pasted from IBM's Sales
Manual.  You would need to order feature code #5780.  There is a similar
feature for the 3590-Exx systems (#5781).  It does cost money, less on
the E models.  According to the documentation, this would provide
support for the 20GB cartridges.  If your only goal is to utilize the
cartridges which were shipped by mistake, then I think that you're out
of luck.

All 3590 Tape Drive shipments on or after March 3, 2000, will have the
support for the Extended Length Cartridge. MES feature #5780 (Extended
Media Support - BXX) is also available to add this support feature to
existing Magstar 3590 Model B11 or B1A Tape Drives (B Models). MES
feature #5781 (Extended Media Support - EXX) is also available to add
this support feature to existing Magstar 3590 Model E11 or E1A Tape
Drives (E Models). 

Additional Drive Feature Codes

(#5780) Extended Media Support - BXX Models
This feature enables the tape drive to read and write on the 3590
Extended High Performance Cartridge Tape as well as the 3590 High
Performance Cartridge Tape. This feature can be installed on a 3590
Model B11 or B1A Tape Drive installed prior to March 3, 2000. 

Maximum: One. Field installation only.
