This is basically true. But further I believe it would force the equal playing 
field whether bundling is involved or not.

MS would no longer be as able to keep OS interface details from other 
application developers that were available to MS application developers. 
(Although I'd swear that equal disclosure was part of a previous settlement a 
number of years ago.) And MS would have much less leverage to coerce PC vendors 
to pre-load MS apps. The vendors would be more free to choose the apps they 
felt would best differentiate them and serve their customers. This leverage was 
part of the whole illegal monopoly issue in the first place.
