To submit a job to a batch subsystem and set breakpoints and single step
through the job (etc) you need to do a STRSRVJOB followed by STRDBG.

I know that this works flawlessly because I do it just about every day.

You state that you're not successful in doing this -- could you elaborate?
Maybe give an error message, or at least some symptoms?
