This is where I go.

www.as400.ibm.com (which gets redirected to
http://www-1.ibm.com/servers/eserver/iseries/ ) then in the left-hand
navigation click on "library".  On this next page (which is at
http://www-1.ibm.com/servers/eserver/iseries/library/ ) I click "Online
Library" for Soft Copy and "iSeries 400 Information Center" for the Info
Center.

Sometimes to find the particular book I want, or the content I want, I have
to select one of the prior releases.  This is true for both Soft Copy and
the Info Center.

Sometimes I can get the help I want using the Code/400 help (at least with
v4r5).  It may not be as complete as Soft Copy but it is better (IMO) than
the Info Center.
