Well, that would make the IPL process dependant on the OS/400
implementation, wouldn't it? As Al pointed out, at one time you didn't even
need to have OS/400 to boot that hardware.

I'd agree on "it would be nice if..." but maybe the reality of the
implementation is that it isn't such a good idea.
