I have developed a crude menu cross-reference, using CL and RPGIII.

Seems to work well within the library passed to the CLP.  I used only
three fields in my output file:  MENU, OPTION and PROGRAM - but it seems
to work well within the parameters I set up.  It was true that the output
from DSPMSGD was free-form, so I had to write some parsing logic.
Further, I had to define the format of the free form menu options. 
I handled these four:

  CALL PGM(XXXXXXXX)
  call pgm(xxxxxxxx)
  CALL XXXXXXXX
  call xxxxxxxx

Within these limits, the output was right for our environment.
