I hadn't noticed that effect before.  It seems the UIM upper-cases any 
literals in a command string.  You can keep case sensitivity by prompting a 
command or by using a dialogue variable belonging to a class with 
SUBST=QUOTED specified.  Neither of these options will help in this case.

The CL program seems like the only choice given that any support call is 
likely to result in a "Working As Designed" answer.  Still, this effect is 
bloody annoying and probably should be corrected.  If a value is enclosed 
in apostrophes then it should not be changed by the UIM.  I didn't find 
anything in the documentation to say this effect should be expected.
