I'd also look out for status INEL (inelligible) on wrkactjob display -
usually means there are not enough resources for
jobs to perform.

High paging rates on the 2 rightmost columns in wrksyssts also point to
performance problems (not enough ram).

Check for extensively long joblogs (writing joblogs also doesn't show in
wrkactjob).
