        Sounds like a broken IP route somewhere.
Can you block diagram this one for us ?  I think I am seeing.

Traffic Between What works, and Between What does not work ?

An What do the routing Tables on the broken 400 and the NT with the
new adapter look like ?  (netstat -rn) on NT from a dos box.

Have you tried a trace route, depending on the release levels you will
need to get the shareware tool ! (Carl G. has a copy at
http://www.ediconsulting.com/download.html )  Also, what level is each
system,
an do any of these systems have an IP Filters on (OPS NAV) that would
reject certain traffic.

BY all means, start on AS/400-1 and ping all boxes, then move to each one
down the line
and let us know where the pings work and fail.

Lastly, are there (I PRAY THERE ARE) any firewalls where the IP Ports may or
may not be
blocked ?
