Or it might not have memory available to add fast enough. It's common that 
sites run with all kinds of stuff in *BASE (all the SBS monitors, TCP/IP 
application servers, comm jobs, etc.) If memory isn't available from *BASE, the 
adjuster must make it available before it can pass it out again.
