Hi,
You did all the steps like CFGDEVMLB, etc.on the 400 then, ok.
Did you also add the 400 on the 3494 Libraray Manager PC (Add LAN Host )?
Also check for errors there.

Make sure you're current PTF-wise, have your CE check the microcodes.
