I use VAJ extensively, and I find it extremely productive.  Its support for
packages and import/export is very good.  Also, since it is a
repository-based IDE, its impact analysis is outstanding - if you make a
change that breaks something, you are immediately notified of any problems.

Some do not like its project management - it is not very good at allowing
multiple versions of the same classes, but personally I don't think that's a
very strong requirement, and that particular weakness is outweighed by its
strengths.
