There is a need for it -- this was not a subprocedure, it was a prototype to an
external program.  And while you could make a subprocedure which accepted only a
varying length string, this adds another call level which means it is not a
direct replacement for the external program prototype.  When using OVRxxx you
would then have to increase the scope level of the override
