V3R1 QUSRTOOL, *PRDLOD

I have an old copy of the QUSRTOOL library from V3R1 on a V4R3 system. I did
this because pretty much all the tools went away in V3R2, making the more
current versions useless. I have had nothing but problems with this library
- it is like it is haunted. It causes a *ERROR status to be displayed for
the current version of sample tools. I have had all kinds of problems trying
to bring this library forward to various releases. The system always seems
to know it is a copy of an old LICPGM and I have various problems. Now when
I run a full save (SAVE 21) I get an error CPF0C4A that the Product Record
is not found when trying to save that library. So the lib doesn't save and
the whole SAVE 21 hangs on a CPF3777 until somebody answers it.

What is the big deal with this library? I realize that Mr. Sloan moved on
and took all his tools with him, but is all this stuff really built into
OS/400 to stop me from having a copy of the old tools on a newer OS, or is
this something generic to somehow maintain the integrity of LICPGM
libraries? I was under the impression that the tools at that point (v3r1)
were essentially public domain and I could do with them as I please.

What is it that is in my copy of the old QUSRTOOL library that lets it still
know I have a library that was part of a LICPGM that is not installed and
keeps causing me problems? I notice there are a couple of suspicious objects
in there of type *PRDLOD. 

1) Is it these *PRDLOD guys screwing me up? 

2) If I just delete the *PRDLODs will my copy of the old QUSRTOOL lib become
a "normal" library that can be copied, saved, restored, etc.?

3) Will this correct the problem where my 5769SS1 Opt 7 shows *ERROR status?

4) Does OS/400 pay special attention to these *PRDLOD objects when a library
is saved/restored, etc.?

5) Am I doing anything "illegal" carrying forward copies of the old
QUSRTOOL? That is not my intent.
