ENDSBS *all - in batch.

I was reading this months issue of Midrange computing and came accross a 
article on page 95 Save your Systems.    I though this program looked something 
I would like.   You take and run the job and pass it parms of a start date and 
time.  It then checks if the job is interactive or batch and then if it is 
interactive it submits a command to  call its self in QCTL with the start date 
and time.  Then when it reaches that time it will run again and since it is 
running in batch it will then run all the commands neccessary to do a OPT 21 
equivelent.  Includeing a ENDSBS *all *immed.    

How is this going to work? 

You can't run a ensbs *all in Batch, at least I can't, I get a CPF1052: ENDSBS 
*ALL not allowed in current environment."  

or am I missing something?

I sent a email to the author, but am still awaiting a response.
