Should be trivial for them to do that, after all it wouldn't be hard to put
equivalent function into a user-written startup program today, including
adding the parameters to a copy of the PWRDWNSYS command.  The big expense
for IBM is translating the documentation and help screens into all the
languages they support.

Many people are squeamish about mods to system stuff like this, but I've
always been able to do it without problems.  The biggies I've messed with
are SBMJOB and SIGNOFF - never quite managed to kill the production system,
even with my bumbling approach to such things. ;)
