Well, that conflicts with what others have said and what I've found so far,
which indicates that the 7.0GB rating on the 6390 is *uncompressed*.  But if
you have another source indicating otherwise, could you please point that out
to me?

I believe the tape is rate for 3.5 GB of storage uncompressed.  With
compression you can get up to 7.0 GB, however this largely depends on what
kind of data you are backing up.  (E.g. program objects and database objects
back up with significantly different compression ratios.)  So if you can get
2:1 compression you will get 7.0 GB on the tape, but if you only get 1.5:1
compression then you will only be able to fit 5.25 GB on the tape.
