If message queue QSYSOPR is held a user signed on using the QSYSOPR user
profile can still send a break message.

The consequence of holding the QSYSOPR msgq is that you will not be notified
of system operator messages that may need attention.  Of course you can
monitor the msgq with DSPMSG QSYSOPR, but you will have to refresh it
occasionally to see if there are new messages.
