Compile SQLRPGLE with ALWNULL -- MIDRANGE-L

Defining it in an external DS won't help.  It does not retain it's null
capability.  I believe that only fields from files are considered null
capable, so the only way I can see to handle it would be to define the file
for input, but never actually open it!
