WRKACTJOB would show you the average since you first ran the cmd, or, since you last reset statistics.
So, the elapsed time is over more than one F5/refresh

I think WRKSYSACT refreshes each time as it is a snap-shot of what went thru the CPU since last time,
so by nature, it needs to start afresh each time you hit F10.

Try a sort on the WRKACTJOB screen.
put your cursor on the CPU% column,
and hit F16.  it then presents the results on that column.

But what about a system that does not have the WrkSysAct command? How can I view the CFINT01 task cpu usage without running WrkSysAct?
 
Also, the value that WrkSysAct shows.  Is that the average cpu usage, like WrkActJob, for the "elapsed time" period?
