But IBM did the IBM thing and the AS/400 implementation of Apache is *not*
open source...

They took a stable (in the Open Source meaning of stable ;-) version of
Apache, and then added/modified the source to hook it into OS/400. This
resultant AS/400 version of Apache is not Open Source and as such you can
not freely upgrade the various bits (modules) of it with source from the
true Apache source (www.apache.org). You will have to wait for IBM to update
the AS/400 version...
