Thanks - I posted this question on behalf of Jason Waller several places & 
got some answers that I passed along to him.  I suspect some ISPs down thanks 
to Easter Virus, explaining lack of activity from MIDRANGE_L for example.

Bill Robins gave URLs indicating what should work.
I also passed along posts from arvhives by Kim Anderson, Janet Krueger, and 
others who cited other relevant URLs to people asking simiilar questions.

Phil Jones at KSAI described an interface they are marketing to their clients 
(incidentally we are one), but for the moment we have been exploring the 
"Do-it-yourself" approaches wanting to LEARN what we can about what can be 
done with the native operating systems capabilities.

David Cutsinger suggested doing Microsoft Query, which can pass parameters 
through Excel to connect via Client Access to 400 without using a specific 
User Sign-On.  A Macro can contain the ODBC drivers for Security.  I not 
understand all of this but Jason does.

Steve Sills suggested CWBLOGON rather than CWBLFG & I also passed along a 
suggestion he made about pass-through query being a more efficient method to 
access IFS.

Jason enthusiastically reports that CWBLOGON worked for him.

I will continue to pass on to Jason any other suggestions anyone makes.
