Hello Michael,

As far as I know you cannot "upgrade" from SBCS to DBCS or vice-versa.  
You must perform a scratch install.  If you really did perform a slip 
install to upgrade then I'd guess that you had 2984 installed before the 
upgrade -- much like us (note the mixed-case panels).
