Perhaps that tells you something about how the AS/400 is a stable platform 
that tons of businesses love, when the competition creates a needlessly 
complicated fragile environment in which computer security is an oxymoron.

With respect to Daylight Savings ... it takes me 2 seconds to change it 
manually (I just did it) so I do not see the need for these rather involved 
programs.
