This is not strictly true, Brad.

Although the information in the content itself doesn't change and hence your
statement is therefore 'half' true, presentation of the information can
perceivably make the information 'better or worse' to a lot of people. You
only have to look at the IBM distribution of AS/400 manuals. Presented in
the BookMangler format, the information seems 'useless', presented in the
Technical Studio format it seems more (or less ;-) useless depending upon
your view point. The News/400's Index400 is just a 'wrapper*' over the same
IBM AS/400 online publications library. But which one do people prefer ?

Presentation does impact the information content.

calling it a wrapper.
