RE: Grumble...

I think Sean's idea that it's something in the router is the ticket.

When I point my browser at http://216.36.82.12:80/
or at http://216.36.82.12/ I get the same "Welcome 
to the IBM HTTP Server" page.  I'm guessing it is 
served by your NT server based on the content I see.

Now to figure out why...

Have you tried removing the nat configuration mapping the outside
address to the inside address.  (Remove the entire static map you've set
up.)  Then try pinging.

I'm thinking there's something in your router setup that's funky.  In
some instances port forwarding will disable the ability to retrieve the
external address from the internal one.  (In other words #2 above
sometimes doesn't work depending on the implementation.)
