Who said it was public domain? To use PGP for commercial purposes (and
it would be hard to show how using it on an AS/400 was NOT a commercial
use) you have to obtain a license from Network Associates. GPG is a
different story although you won't be able to use the IDEA algorithm
without a license from Ascom.
