And from where I am, msn.com and microsoft.com are back up, along with
hotmail.com.  Response time seems below par though, and www.encarte.com is still
getting DNS errors.

Not here.  Well, MSNBC comes up after a VERY long wait, and only the banner 
screen comes up from MSN.  WAIT!  I take that back!  After approximately 45 
seconds, the rest of the MSN page came up!

This is definitely NOT a DNS problem, though.  Especially since it seems that 
the "customized" content (from the magical ASPs!) is what is getting all the 
delays.
