No, IBM is correct.  Presumably you ordered the machine with feature code 0203
for a side-by-side upgrade following the roadmap.  This ships the new system
with OS/400 installed, but not the LPP's you ordered.  The CISC to RISC roadmap
steps you through the sequence of bringing across your configuration, profiles,
QGPL, user libraries, etc.

I just did a V3R2 to V4R5 upgrade last month.  Follow the roadmap and it is
easy.
