I remember having seen  [one or two] RPG to COBOL  converters in the early
eighties.  Also tested parts of an RPG to C converter, which never became 
commercially
available; but don't  recall any RPG to COBOL converter.

Unibol is selling a product that runs RPG programs on NT or Unix networks, 
in a COBOL
version.
