Thanks Leif!  I had already answered my own question.  It's so simple
'get=download from the ftp site' and 'put=upload to the ftp site'.
Somehow I thought it had to be more complicated than that.

assuming that you have alrerady logged on to ftp:
on the PC give these FTP commands:

cd yourlib
binary
get yoursf.yoursf yoursf.sav


where I assume the save file has name "yoursf"

in the other direction (to AS/400):
make sure a savefile exists on the AS/400,

cd yourlib
binary
put yoursf.sav yoursf.yoursf
