As you have the latest service pack for CA Express loaded, try performing a
re-scan of the 400.
In Ops nav, right click the AS400 system, select Properties and then click
on the Plug-Ins tab.  Push the rescan button and let Ops Nav rescan.
Universal Connection Wizard should then appear on the context menu for
connection profile.  If it does not, try exiting Ops Nav and then starting
it again.

When it does work, it works just fine.
