I had the same problem and discovered that I had a damaged BRMS fix
(SF64458)...

I had to force power off, remove this PTF and IPL again!

9402 720, v4r5mo, applying the latest cum C0294450 & all the group ptf's.
The cum went on first with it's separate IPL & now all the "other" ptf's are
being applied.

When the instructions say "During the IPL, C9002967 could be displayed for
an extended amount of time.  This is normal (assuming the processor light
flashes periodically)." , the instructions are not kidding.  I know I have
never waited this long (158.6 minutes & counting) & yes, the processor light
is flashing periodically.  The IPL step is displaying "PTF apply".  Is there
a manual that tells me what the panel codes mean?  I do not think the
reference code detail (C900 2967  20 51 0060) has changed since this step
has started & is this okay?  

It's 5:35 & I said I would only "be a while".  That "be a while" has now
turned into almost 3 hours & I need to get out of here.
