Can't find an explicit reference to this problem, but the latest V4R3 PTF for CPYTOIMPF is SF60940 so give that a try.
(It WAS on cum package C0077430).

For V4R4 & V4R5 users there's an enhancement to CPYFRMIMPF to add parameters RMVBLANK (remove leading blanks) & RPLNULLVAL.V4R4 PTF is SF61937.  V4R5 PTF is SF62142.

At V4R3, the CPYTOIMPF command is missing the parameters needed to create a
csv file.  I believe there is a PTF which makes them available but can't
find it on the IBM web site.  Can anyone tell me what the number is if it
does exist.
